The directory /usr/share/rhel/ is not in the RPM database.

Reproducible: Always

Steps to Reproduce:
1. rpm -qf /usr/share/rhel/
file /usr/share/rhel is not owned by any package

Actual Results:  
file /usr/share/rhel is not owned by any package

Expected Results:  
containers-common-0.58.0-2.fc40.noarch

In spec file at line 202 please add:
%dir %{_datadir}/rhel/
