The following directory is missing in RPM database:
/usr/lib64/cmake/VulkanLoader/


Reproducible: Always

Steps to Reproduce:
1. rpm -qf /usr/lib64/cmake/VulkanLoader
file /usr/lib64/cmake/VulkanLoader is not owned by any package

Actual Results:  
not owned by any package

Expected Results:  
vulkan-loader-devel-1.3.280.0-1.fc40.x86_64

In spec file line 91 please add:
%dir %{_libdir}/cmake/VulkanLoader/

Thanks for reporting this! I pushed a new build fixing it to Rawhide and I'm building for Fedora 40.
