For fixing this issue for Urdu only, it would rather be easy to rename 65-0-paktype-naskh-basic-fonts.conf to 55-paktype-naskh-basic-fonts.conf in paktype-naskh-basic-fonts.
65-0-paktype-naskh-basic-fonts.conf already has a condition to apply for Urdu only. Renaming should works and updating priority won't affect other Arabic based languages.
