Recipe as a default option

Description of problem (please be detailed as possible and provide log
snippets):

There are two DR protection choices available in the Enrol Discovered Application Wizard: 1. Recipe 2. Label for the resource. A resource label is a straightforward method of safeguarding the kube objects and volumes compared to the recipe. Additionally, it is preferable to use the Resource label by default rather than the Reciple.

ACM 2.11
OCP 4.16

Steps to Reproduce:
1. On ACM view, Go to Data services -> Disaster recovery -> Protected applications -> Enroll application -> Protected applications
2. After finishing the "Namespace" step, click next to go to the second step "Configuration"
3. Recipe is displayed as a default option


Actual results:
Recipe selection is displayed as a default option

Expected results:
Resource label as a default option
