With selinux-policy-40.21-1 - in both F40 and Rawhide - Silverblue installs almost always boot to emergency mode (not the desktop, as they should). This is causing openQA tests for every Rawhide update to fail (though they aren't gated, as the Silverblue tests are not marked as gating).

It would be awesome if we could get the fix for this landed ASAP, because the failures cause a lot of noise in openQA and make it much harder for me to differentiate other problems.
I worked on the latest reports on priority during the last 3 days, but it took some time as there were not much data available for debugging and we do not have an automated test. I believe it is fixed now in rawhide.
