Description of problem:
The fcl package is built for EPEL 8, but there is no fcl package available in RHEL 9. Please branch and build fcl in EPEL 9.

Additional info:
The current tip of `rawhide` needs octomap (which is currently in testing), but once satisfied builds and installs cleanly in EPEL 9 with no modifications: https://koji.fedoraproject.org/koji/taskinfo?taskID=119018392

If you're not interested in doing this yourself, please consider adding me (cottsay) as an EPEL-only co-maintainer of this package, or alternatively the Fedora Robotics SIG committers group.
