1. rpm -qf /usr/share/crypto-policies/python/cryptopolicies/__pycache__/alg_lists.cpython-313.pyc
file /usr/share/crypto-policies/python/cryptopolicies/__pycache__/alg_lists.cpython-313.pyc is not owned by any package
and so on
Actual Results:  
not owned by any package


Expected Results:  
crypto-policies-scripts-20240521-1.gitf71d135.fc41.noarch

Seems to be due to the python 3.13 update.

crypto-policies doesn't do any special handling of __pycache__/.pyc.

I've looked into this briefly:
* if I upgrade to rawhide, I do get both 312 and 313 files, with only the 312 files owned by crypto-policies.
* if I rebuild and reinstall crypto-policies, I get just the 313 ones, owned by crypto-policies.
Therefore I don't think there's anything to do, and the next rebuild will set it straight.
I also guess this should be the case for every python package.

I retested in current rawhide today and it is OK now.
so maybe some interference with the python update.
