Description of problem:

Before the upgrade, an OVN metadata port with device owner "network:dhcp" already existed on each network with IP address x.x.x.2.
After the OSP components upgrade and before OS upgrade, a new OVN metadata port with device owner "network:distributed" was created with IP x.x.x.3 and metadata service stopped being reachable.

How reproducible:
FFU from 16.2 to 17.1 with OVN metadata

Actual results:
OVN metadata service stops working

Expected results:
OVN metadata service not reachable
