Before this update, a RHOSP upgrade from 16.2 to 17.1 might fail with a 'cephadm command not found' error during the Red Hat Ceph Storage health validation. + To avoid this error, the Red Hat Ceph Storage health validation is now done by using 'podman run' if the `cephadm` tool is not installed.

iiuc, The WA suggested by Francesco uses skip-tags to avoid tripleo validations that may rely on cephadm tool.
Also the cephadm_adopt playbook (from ceph-ansible repo) shouldn't depend on cephadm.

So i think the WA is good enough to finish the upgrade. but i would wait for @fpantano to confirm on this.
