Fedora and EPEL have version 9.26.0 of drbd-utils,which was released on 2023-10-30. There have been 2 subsequent releases since then, the latest being 9.28.0 on 2024-05-06. The latest drbd kernel driver 9.2.10 requires drbd-utils >= 9.27.0,
so we need a newer version of drbd-utils to upgrade the kernel driver.

Reproducible: Always

Steps to Reproduce:
1. Try to install newest drbd-kernel driver
2. 
3.
Actual Results:  
Fails because drbd-utils are too old.

Expected Results:  
Success!
