How reproducible:


Steps to Reproduce:
1. Deploy overcloud stack
2. Deploy additional stacks for cell1 and cell2
3. Use create-nova-cell-v2.yaml playbook from tripleo-ansible to create cell1, then cell2

Actual results:
Cell1 created, cell2 failed to created because it refers to cell1 data in database

Expected results:
Both cells can be created
