Description of problem:
On Fedora the needs-restarting command points to a RHEL knowledge base article.


Version-Release number of selected component (if applicable):
python3-dnf-plugins-core-4.8.0-1.fc40.noarch


How reproducible: 100%


Steps to Reproduce:
1.Update kernel
2.run needs-restarting
3.note RHEL pointer

Actual results:
needs-restarting contains the following snippet:

                print(_('Reboot is required to fully utilize these updates.'))
                print(_('More information:'),
                      'https://access.redhat.com/solutions/27943')

Expected results:
No pointer to RHEL content from Fedora

This message is a reminder that Fedora Linux 40 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 40 on 2025-05-13.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
'version' of '40'.
