I'll take a look. Can't promise a timeline yet - this isn't as simple as merging the epel9 branch into an epel8 branch and running "fedpkg build". 

The Rust packaging toolchain in EPEL 8 is the one from RHEL 8 (i.e. ancient) and requires building with vendored dependencies, whereas the Rust packaging toolchain in EPEL 9 is equivalent to the one in Fedora.
