Description of problem:


Version-Release number of selected component (if applicable): RHOSP 16.2.6


How reproducible: it is unclear how compute host got into this situation. Problem itself is reproducible using VM migration: when VM that requires two PCI devices is migrated to affected node, it is unable to start.


Actual results: 3 PCI devices are available according to lspci, but Nova ignores them for some reason


Expected results: available PCI devices are properly processed by nova-compute
