This adds a new azure-keyvault-secrets extra, which requires python-azure-identity>=1.16.0 (current in F41, https://bodhi.fedoraproject.org/updates/FEDORA-2024-7b3dd6ebdc in F40) and python-azure-keyvault-secrets>=4.8.0 (update needed).

Updating python-azure-keyvault-secrets is blocked by azure-cli; see https://src.fedoraproject.org/rpms/python-azure-keyvault-secrets/pull-request/1.

I’ll try to update with the new extra disabled (but test it locally against that PR to reveal any issues).
