Description of problem:
Need to get updated overcloud-full image with latest kernel 

Version-Release number of selected component (if applicable):
RHOSP17.1.3

How reproducible:
Always

Steps to Reproduce:

Actual results:
Current overcloud-full image have kernel 5.14.0-284.66.1.el9_2.x86_64 

Expected results:
We are expecting minimum 5.14.0-284.71.1.el9_2

Additional info:
A known RHEL issue is fixed in above mentioned kernel
