collective operations such as MPI_Allgather, MPI_Alltoall, MPI_Allreduce,

and vector collectives.
Non-Blocking Collective (NBC) MPI Benchmarks: Collective latency and Overlap

The build failure in fedora-40-x86_64 is caused by bug 2302846. Ignore that.

With bug 2302846 now resolved, building osu-micro-benchmarks for F40 works, so here's the Bodhi update:

The Guidelines require me to file a BZ for tracking the use of ExcludeArch, but I do not see the "osu-micro-benchmarks" BZ component yet.
