Description of problem:

In RHOSP 17.1 Federation was introduced. A Govt. CU with Federation via RH-SSO is having issues with being able to use command line authentication against Openstack to maintain their deploy.

How reproducible:
Always

Steps to Reproduce:
1. Setup federation to RH-SSO
2. Try to use command line auth, find there's no workable plugin for it
3. Fail

Actual results:
Unable to run openstack cli and get results

Expected results:
Be able to run openstack cli and auth against a federated keystone.

Hi, 

I see I'm tagged needinfo on this, but I can't see any context on what info is needed on this or the Jira ticket - I must be missing something.  What is required here?
