The CSV of the operator currently states 'Basic Install' in the annotations.metadata.capabilities field of the CSV. We definitely support at least 'Seamless Upgrades' for this operator. You can use this document to evaluate the correct capabilities level and update it accordingly:

Yes, it is visible in the Operator Hub, it lowers the entire ODF product capabilities.
