Description of problem:

When lang setting is Japanese (for example), Horizon fails to show translated message after changing user password

Version-Release number of selected component (if applicable):

 - Red Hat OpenStack Platform release 17.1.2 (Wallaby)

How reproducible:

always

Steps to Reproduce:

1. login to Horizon Dashboard as arbitrary user

2. change lang setting to Japanese (for example)

3. change password of that login user

4. login user is redirected to Horizon Dashboard login screen (as expected)

Actual results:

series of character codes are shown instead of Japanese translation of "Password changed. Please log in agamin to continue."

Japanese translation of "Password changed. Please log in agamin to continue." is shown.

Additional info:

This issue happens regardless of browser and OS and language (at lease Japanese and Chinese)

This is the effect of the fix for https://bugzilla.redhat.com/show_bug.cgi?id=1999901 — the fix for this included a change in a template, that wasn't included in the downstream theme. We need to port that change to our theme for the message to be correctly decoded before displaying.
