We need a new kde-settings to get the new F41 background into KDE. f41-backgrounds and desktop-backgrounds are done already, so it can be sent straight away.

This is an automatic release blocker per "The default desktop background in a release-blocking desktop being the same as one of the last two stable releases" - https://fedoraproject.org/wiki/QA:SOP_blocker_bug_process#Automatic_blockers
