Description of problem:
even after updating the platform to 16.2.6, customer is still hitting this (or a similar one) upstream bug: 
https://bugs.launchpad.net/neutron/+bug/1973276

How reproducible:
- 100% of times failovering a LB
- not 100% of times creating a new LB


Steps to Reproduce:
1. create a LB

Additional info:
considering BZ 2126055 [0], customer already update to RHOSP 16.2.6 in order to get this fixed.
