gimp cannot be build at the moment, blocking rebuild of dependent packages.

Additionally, gimptool symlink does not work, because it points to non-existing gimptool-3.0, where gimptool-2.99 is present.

The fix for this issue is to use %{bin_version} instead of %{api_version}.

Reproducible: Always

Steps to Reproduce:
1. fedpkg mockbuild in rawhide branch

and for dangling symlink:

1. gimptool --gimpplugindir
Actual Results:  
1. FTBFS

1. Command not found

Expected Results:  
gimp built and working gimptool
