Description of problem:
Ceph Squid fails to build from source on ppc64le. As a result we cannot ship binaries for ppc64le in RHCS 8.0 and IBM Storage Ceph 8.0.

Steps to Reproduce:
1. Start with a ppc64le cluster
2. Enable the Ceph repositories
3. dnf install cephadm

Actual results:
No binaries available on ppc64le

Expected results:
Packages and containers availble for ppc64le.
