Description of problem:
rhosp17 overcloud images lost kernel-modules-extra and hctp is missing .  This breaks lots of telcos software.  is it possible add back or do we need to inject the rpm back with virt-customize, add a tht rpm install task or an ansible/puppet/chef post deploy step ?
