Fedora Asahi Remix plans to ship FEX integration for f41, we'd like fex-emu itself to be included in f41 proper to avoid an unnecessary downstream deviation.

Proposed as a Freeze Exception for 41-beta by Fedora user dcavalca using the blocker tracking app because:

 fex-emu is a new and selfcontained package with no impact on the wider distribution. Including it in f41 will make life easier for Fedora Asahi Remix and avoid an unnecessary downstream deviation.
