Once I open an application through the launcher, the launcher becomes unresponsive to clicks once the application loads. It's easily observable with foot or any other application.

Reproducible: Always

Steps to Reproduce:
1. Open the launcher
2. Open foot
3. Try to click on the launcher or panel elements
Actual Results:  
The launcher and panel elements are unresponsive

Expected Results:  
The launcher and panel elements respond to clicks

This might be something about Miracle getting confused about where it should be sending clicks to when an application is active and layer shell elements are being used.

Proposed as a Freeze Exception for 41-beta by Fedora user ngompa using the blocker tracking app because:

 This fixes a significant usability issue such that launching multiple applications is possible.
