Please branch and build rust-human-panic in epel9.

This is the only missing dependency for rust-onefetch in EPEL9.

EPEL10 would be nice in the long run as well, but investigating that needs to wait for https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2024-a7d2e38692 to reach stable.
