Description of problem (please be detailed as possible and provide log
snippests):

ODF 4.17 was supposed to ship with Ceph 8 (Squid) where bluestore-rdr changes were merged back to bluestore. This meant that ODF would need to migrate the bluestore-rdr OSD back to bluestore. 

Now ODF 4.17 won't be shipped with Ceph 8 (Squid) and will use Ceph 7 (reef). So ODF should not migrate bluestore-rdr OSDS.

Steps to Reproduce:
1. Upgraded RDR optimised cluster from 4.16 to 4.17



Actual results: bluestore-rdr OSD migrates to bluestore


Expected results: No migration should take place. ODF should continue using OSDs based on Bluestore-rdr. 
No regression impact of this change should be there.
