Description of problem (please be detailed as possible and provide log snippests): A clusterClaim for DR optimised cluster was removed from OCS operator in 4.17 in PR [1]because if was not required any more in Ceph 8. Since 4.17 will now be using Ceph 7, we need to add this feature back.
