Description of problem (please be detailed as possible and provide log
snippests):

A clusterClaim for DR optimised cluster was removed from OCS operator in 4.17 in PR [1]because if was not required any more in Ceph 8. Since 4.17 will now be using Ceph 7, we need to add this feature back. 

If I'm not wrong, this feature is used by the UI to determine if the Cluster is ready for RDR or not and take necessary actions accordingly.
