During papers package review (https://bugzilla.redhat.com/show_bug.cgi?id=2305882#c8), Yaakov Selkowitz pointed out that "mjw" locale directories are not owned by the filesystem package, but should be:

/usr/share/locale/mjw
/usr/share/locale/mjw/LC_MESSAGES

Please add these to the filesystem package.

AFAICS the reason is that locale is in ISO-639-3 but not in -2.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 42 development cycle.
Changing version to 42.

I will add it to the existing PR that updates the list of locale directories owned by the filesystem
