Description of problem:
Package rubygem-shoulda-matchers fails to build from source in Fedora Rawhide.

Version-Release number of selected component (if applicable):
5.1.0-7.fc41

Steps to Reproduce:
koji build --scratch f42 rubygem-shoulda-matchers-5.1.0-7.fc41.src.rpm

This works with Bundler 2.5.11 but does not work with Bundler 2.5.16. Reported to upstream
