broken/redundant filters

Description of problem:

The Administration > Ceph Users section filters are broken - they display 3 blank options and the adjacent dropdown just consists of all of the items in the list that are already being displayed to the user.

How reproducible:

1/1

Steps to Reproduce:
1. Deploy a ceph 8.0 cluster
2. Navigate to Administration > Ceph Users
3. Check the filters under this section

Actual results:

As mentioned in description

Expected results:

Filter options must not be blank and redundant data must be removed

Additional info:

Some filters based on client/mds/mgr/osd services would be helpful
