Please branch and build perl-MouseX-Foreign for EPEL 10.

Note that the perl-Mouse build currently in the EPEL 10 buildroot is for bootstrapping only; please wait for the full perl-Mouse build (https://bugzilla.redhat.com/show_bug.cgi?id=2308870) before doing other Mouse-based packages.

This one should be buildable now and when it's done I'll be able to do the non-bootstrap build of perl-Mouse.
