Please branch and build perl-SQL-Statement for EPEL 10.

A bootstrap cycle will be needed because perl-DBD-CSV itself depends on perl-SQL-Statement.

If you are busy, you could add me (FAS: pghmcfc) as a committer and I can take care of it myself.
