Description of problem:
python3-oci from epel9 has an unresolved dependency, causing it to be uninstallable.


Version-Release number of selected component (if applicable):
python3-oci-2.102.0-1.el9


How reproducible:
always


Steps to Reproduce:
1. dnf install python3-oci


Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides (python3.9dist(circuitbreaker) < 2 with python3.9dist(circuitbreaker) >= 1.3.1) needed by python3-oci-2.102.0-1.el9.noarch from epel


Expected results:
successful installation
