Description of problem:
initial-setup-gui-wayland-plasma from epel10 has unresolved dependencies, causing it to be uninstallable.

Steps to Reproduce:
1. dnf install initial-setup-gui-wayland-plasma


Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides kwin-wayland needed by initial-setup-gui-wayland-plasma-40.0-1.el10_0.noarch from epel
  - nothing provides maliit-keyboard needed by initial-setup-gui-wayland-plasma-40.0-1.el10_0.noarch from epel
  - nothing provides initial-setup-gui >= 0.3.99 needed by initial-setup-gui-wayland-plasma-40.0-1.el10_0.noarch from epel


Expected results:
successful installation

initial-setup-gui is still missing.
This is needed for KDE (and other non-GNOME desktop) live image installs.  With RHEL 10, it is possible for a machine to be installed without a user account, and we need firstboot way to add the user.
