Description of problem:
python3-oauth2client from epel10 has unresolved dependencies, causing it to be uninstallable.

Steps to Reproduce:
1. dnf install python3-oauth2client


Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides python3-pyOpenSSL needed by python3-oauth2client-4.1.3-27.el10_0.noarch from epel
  - nothing provides python3.12dist(httplib2) needed by python3-oauth2client-4.1.3-27.el10_0.noarch from epel

With the resolution of bug 2311548 and bug 2313569, this is now installable.
