Description of problem:


Quota enforcement in Ceph RGW is inconsistent. Although the quota was set to 500 objects per user, the system allowed to upload more objects before triggering the "quota exceeded" error. 

In one instance, the user could upload 760 objects before encountering the expected error, even after syncing user stats. 

This has been observed when quota was set to user scope or account scope with respect to max-objects and max-size respectively.

Steps to Reproduce:
1. Set the quota to 500 objects for a user 'user1' and scope as user.
2. Upload objects to the user's bucket.
3. In this specific instance, 760 objects were uploaded before enforcing the quota.


Actual results:

The quota exceeded error occurred only after 760 objects were uploaded, despite syncing the user stats.


Expected results:
The upload should fail once the 500-object quota is reached.
