rubygem-webrick is discouraged from use in production as stated in upstream README: https://github.com/ruby/webrick/blob/cde6dd4ba4358923e0eedd3ef11d517f931eb9b8/README.md?plain=1#L13

As such, there are currently no plans to address this CVE in Fedora 40.
