That is correct and is expected due to how Fedora 41 beta freeze was executed. I'm closing this bug because https://bodhi.fedoraproject.org/updates/FEDORA-2024-e331cd53ac contains samba 4.21.0 and is on its way to F41 updates.
Moving back to ON_QA as errata is still in pending state and current release is still affected by the issue until it gets pushed to stable.
