Description of problem:
1. Overcloud provisioned with SR-IOV NIC partitoning, with ifcfg-* provider
2. Migrate with --purge-provider command as per steps

How reproducible:
Always

Steps to Reproduce:
1. Deploy NIC partitioned setup (Intel NICs used)
2. Execute purge-provider command
3.

Actual results:
The above execution stuck in "trying to reset numvfs" for <interface>

Expected results:
Provider migration should be successful
