Before this update, the `os-net-config` script had to restart the host interface whenever there were changes to the DNS nameserver or to changes to the domain name. This was problematic during adoption of the RHOSO 18.0.x data plane from RHOSP 17.1.4. + In RHOSP 17.1.4, this fix allows DNS servers and search domains to be modified on the fly without restarting interfaces, when the DNS server IP addresses and search domains are the only change to the previous configuration. The DNS nameservers and search domains are written to the ifcfg file and `/etc/resolv.conf` is updated in place.
