`sync_duration` is now calculated in seconds Previously, the `sync_duration` was calculated in milliseconds which confused the users as all other parameters are calculated in seconds. With this fix, the `sync_duration` is calculated in seconds.

Revert sync_duration in 'peer status' o/p to seconds.

Steps to Reproduce:
1. show 'peer status'
2. The sync duration is displayed in milliseconds


Actual results:
The sync duration is displayed in milliseconds

Expected results:
2. The sync duration should be displayed in seconds.
