Description of problem (please be detailed as possible and provide log
snippests):
When deleting the storagesystem in ODF, the cluster-cleanup-job is not cleaning the directory /var/lib/rook with the default annotation of delete.

uninstall.ocs.openshift.io/cleanup-policy: delete

Version of all relevant components (if applicable):
OCP 4.16.3
ODF 4.16.2

Does this issue impact your ability to continue to work with the product
(please explain in detail what is the user impact)?
Minimal impact as the customer is forced to manually delete /var/lib/rook.

Is there any workaround available to the best of your knowledge?
Delete /var/lib/rook manually

Yes, delete the storagesystem via the UI.

Moving the non-blocker BZs out of ODF-4.17.0. If you believe this is a blocker issue, please feel free to propose it back to ODF-4.17.0 as blocker with justification note.
