during testing of upgrade from f39 to f41, noted that no banner appeared on its own advising there was a new version of Fedora available.  Once the GNOME Software app was opened, noted there was a banner inside.  This bug has been filed in accordance with the Test Day instructions for "upgrade GNOME software previous workstation" test.

Thanks for a bug report. If I understand it correctly:
a) you had running gnome-software in a  Fedora 39, thus something like gnome-software-45.3-1.fc39
b) you enabled prerelease offers (Fedora 40 is not stable yet, thus it doesn't show up on its own)
c) you restarted gnome-software, not just closed the window, but truly restarted the process
d) there should be shown a system notification about new Fedora version available, addressing the Fedora 40
e) when you open gnome-software and pick the Updates page, then it shows at the top a new Fedora 40 is available; it's only about the system notification not advertising the new version to the user.

Is that correct, please?

Err, I mean "Fedora 41", not "Fedora 40", in the whole comment #1. I'm sorry for the confusion.

This message is a reminder that Fedora Linux 39 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 39 on 2024-11-26.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
'version' of '39'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, change the 'version' 
to a later Fedora Linux version. Note that the version field may be hidden.

Fedora Linux 39 entered end-of-life (EOL) status on 2024-11-26.

Fedora Linux 39 is no longer maintained, which means that it
will not receive any further security or bug fix updates. As a result we
are closing this bug.

If you can reproduce this bug against a currently maintained version of Fedora Linux
please feel free to reopen this bug against that version. Note that the version
field may be hidden. Click the "Show advanced fields" button if you do not see
the version field.

If you are unable to reopen this bug, please file a new report against an
active release.
