Upstream 20241017 changed the behavior of copy-firmware.sh and the Makefile such that our previous invocation, using a COPYOPTS env var, no longer does what it did. It still installs the firmware, but doesn't compress or deduplicate it. Consequently, the firmware takes up nearly 3x as much space on disk as it used to (~750M vs. ~260M). https://src.fedoraproject.org/rpms/linux-firmware/pull-request/19 should fix it so we do what we used to again (always xz-compress, deduplicate on non-RHEL).
Proposing as a Final FE. This caused lots and lots of lives to fail to build, but none of the release-blocking ones, so it's not technically a blocker.
