https://github.com/rcaelers/workrave/releases/tag/v1_11_0_beta_16 was released, which provides the fix.
Until the package gets updated to the latest beta you can do the following as a workaround: edit the shell-version array (adding the value "47") in the metadata.json file of the extension in /usr/share/gnome-shell/extensions/workrave and restart gnome-shell.

The problem is still present. The metadata.json file hasn't been updated to include the Gnome 48 version.
