Description of problem:

dconf file cannot be accessed by Firefox, MATE and Caja for starters maybe more
Firefox reports cannot create the file.
MATE and Caja report that they cannot open the file

Version-Release number of selected component (if applicable):
Fedora-40

How reproducible:
Everyday.  Getting at least one every second
