Description of problem:

Monitors do not permit OSD to join after upgrading to Quincy if require_osd_release is set to a release more than two releases prior. This results in a deadlock where the monitor disallows osds from booting and require_osd_release can not be changed at all due to the assert condition.

How reproducible:
100%

Steps to Reproduce:
1. Set require_osd_release to nautilus
2. Upgrade to quincy
3.

Actual results:
Deadlock as in description

Expected results:
Should be able to modify require_osd_release
